The end of פרק כיצד משתתפין and the opening of פרק כל גגות: whether roofs are one רשות, רבי מאיר's ten-טפחים גזירה, and the רב–שמואל dispute about carrying on a single roof.
Overview
The amud opens by finishing the previous chapter. The ban on pouring water applies only when no עירוב was made, and רב אשי explains that it is a גזירה so people will not carry water vessels out of their houses. After the הדרן, a new chapter begins with a משנה about roofs. רבי מאיר says all the city's roofs are one רשות, unless a roof is ten טפחים higher or lower than its neighbor. The חכמים say each roof is its own רשות, and רבי שמעון joins roofs, courtyards and קרפיפות together for objects that began שבת there. The גמרא asks why רבי מאיר has the ten-טפחים exception, and אביי answers that it is only a גזירה because of a mound in the רשות הרבים. אביי limits this גזירה to fixed objects. When challenged from a wall between courtyards, רב ששת explains that רבי מאיר allows carrying only through the doorways. Finally, רב and שמואל argue about carrying within a single roof according to the חכמים, and the argument depends on גוד אסיק מחיצתא. The גמרא then begins quoting the משנה to test that dispute, and the test continues on the next amud.
Opening lines
לֹא שָׁנוּ אֶלָּא שֶׁלֹּא עֵירְבוּ,
They only taught this when they did not make an eruv,
אֲבָל עֵירְבוּ — מוּתָּרִין.
but if they made an eruv, they are all permitted.
וְכִי לֹא עֵירְבוּ,
And when they did not make an eruv,
מַאי טַעְמָא לָא?
what is the reason they may not pour?
