Whether a נזיר's unassigned animals count as 'specified' for particular קרבנות, and why bird offerings and the ruling of רבן שמעון בן גמליאל may be special cases
Overview
On this amud, רב פפא challenges the view that an animal set aside without being assigned is not treated as 'specified' (מפורשת) for a particular offering. He points to a משנה where רבן שמעון בן גמליאל rules on a נזיר who brought three animals without saying which is for which offering. Each animal may still be offered as the קרבן it fits: חטאת, עולה, or שלמים. רב שימי בר אשי answers that bird offerings are a special case. The verses 'ולקח' and 'ועשה' teach that birds get their assignment either when the owner takes them (לקיחת בעלים) or when the כהן offers them (עשיית כהן). So the birds tell us nothing about animals in general. He then begins to explain that the case of רבן שמעון בן גמליאל is also a special exception ('הכא נמי'), and the explanation continues on the next amud.
