What counts as an ornament versus a burden on שבת: קמיע and תפילין, rings for men and women, and the herb bundle (כובלת)

Overview

The amud opens by asking whether a person wearing a קמיע might take it off and carry it on שבת. The גמרא says a leather-covered קמיע may stay on even in the בית הכסא. It explains that תפילין are different because of the exposed שי״ן, and אביי adds that the שי״ן, דל״ת and יו״ד of תפילין are all הלכה למשה מסיני. After defining the armor words of the earlier משנה, a new משנה lists five items a woman may not go out with, including a sealed ring and a כובלת. עולא says the ring rules are reversed for a man, and רב יוסף explains that for clothing, women are 'a people unto themselves.' אביי's challenge from found תפילין is answered with רבי מאיר's view that women are obligated in תפילין. רבא explains that wearing a ring on the finger while delivering it is a normal way of carrying. Finally, a ברייתא brings three views on the herb bundle, משאוי or תכשיט, and settles that רבי אליעזר permits it לכתחילה.

But wasn't it taught: Rabbi Oshaya says:

וּבִלְבַד שֶׁלֹּא יֹאחֲזֶנּוּ בְּיָדוֹ

As long as he does not hold it in his hand

וְיַעֲבִירֶנּוּ אַרְבַּע אַמּוֹת בִּרְשׁוּת הָרַבִּים!

and carry it four cubits in the public domain!
