Whether a זר is liable for arranging the wood on the מזבח (the מערכה or the two logs), and the related rules of daytime service and the פייס.
Overview
The amud opens with the last line of an earlier derivation: the verse refers to the טלה of the morning תמיד. Then רבי יוחנן rules that a זר who arranges the wood pile (מערכה) on the מזבח is חייב, and that a כהן must rebuild the pile. רבי זירא objects that arranging the pile may be done at night, so it cannot be a real עבודה reserved for כהנים. The גמרא tests his rule with the burning of אברים ופדרים and with תרומת הדשן. It answers that these count as the end and the start of the daytime service, so his objection stands. רבי יוחנן's statement is therefore reworded: a זר is liable for placing the שני גזירי עצים, since that is a daytime service. רבא asks why that service has no פייס. The גמרא answers that it is included in the lottery for תרומת הדשן, and then explains the exceptions to the lottery rules. מר זוטרא challenges the claim that the logs belong to the daytime from a משנה, and the גמרא answers him. Finally, another version of רבי זירא's objection is brought: arranging the pile is followed by another service, so a זר should not be liable for it. That discussion continues on the next amud.
