The end of the משנה on the burned bulls and goats, and why the משנה leaves out collecting the blood in a כלי שרת in the north: the אשם מצורע, whose blood is collected both by hand and in a vessel.
Overview
The amud opens with the end of the משנה about the פרים הנשרפים and שעירים הנשרפים. Every blood placement is essential. The leftover blood is poured on the western יסוד of the outer altar, but skipping that does not disqualify. All these animals are then burned at the בית הדשן. The גמרא asks why the משנה's opening rule for קדשי קדשים mentions only שחיטה in the north and not collecting the blood in a כלי שרת in the north. It answers that the תנא left this out because the אשם מצורע has its blood collected by hand. A later משנה does require a vessel for the אשם מצורע, so the גמרא explains that this offering has both kinds of collection. A ברייתא proves it: the blood placed on the מצורע's ear, thumb and toe is taken by hand, and the blood for the מזבח is taken in a vessel, because the אשם is compared to a חטאת. So two כהנים collect its blood, one by hand and one in a כלי.
Opening lines
מַתָּנָה אַחַת מֵהֶן מְעַכֶּבֶת.
Even one placement of them disqualifies if it is missing.
שְׁיָרֵי הַדָּם הָיָה שׁוֹפֵךְ
The leftover blood, he would pour
עַל יְסוֹד מַעֲרָבִי שֶׁל מִזְבֵּחַ הַחִיצוֹן,
onto the western base of the outer altar,
וְאִם לֹא נָתַן לֹא עִיכֵּב.
and if he did not pour it, it does not disqualify.
