Why a פסוק is needed to disqualify a טרפה as a קרבן, and the משנה's rules for a proper קמיצה of a מנחה

Overview

The גמרא asks why the תורה needs a פסוק to rule a טרפה out as a קרבן. It tests several lines of logic. First, a מה הצד from מליקה and חלב ודם suggests a טרפה might be allowed on the מזבח; this is rejected because the מצוה is done that way in those cases. רב אשי and רב אחא סבא then argue over a צד השוה from a בעל מום and a יוצא דופן, which would forbid a טרפה even without a פסוק. The גמרא finally breaks it: their defects are visible, but a טרפה's defect usually is not, so the פסוק is needed. Next it asks why מן הבקר is needed when ממשקה ישראל and כל אשר יעבור תחת השבט also exclude a טרפה, and it shows that each פסוק covers a different case. A new משנה then lists who may not take the קמיצה, how it must be done, and what makes the קומץ too big or too small. The גמרא asks why the משנה names the מנחת חוטא separately, and answers that this is needed for רבי שמעון's view. It begins quoting his ברייתא, which continues on the next amud.
