Why the משנה names מנחת חוטא, and רב's ruling that a קומץ taken by a זר is put back, following בן בתירא
Overview
The amud opens by finishing the question of why the The answer is that even according to רבי שמעון, who keeps a sinner's offering plain, an unfit person's קמיצה makes it פסול, and this משנה follows his view. Next, רב rules that if a זר took the קומץ, it is put back into the מנחה. After failed attempts to fit this with the רבנן of the משנה, the גמרא says רב follows בן בתירא. It then tests what new point רב adds, discussing the left hand on יום הכפורים, a זר doing שחיטה, the פרה אדומה, נגעים, and a בָּמָה. A ברייתא shows that בן בתירא was already lenient for every disqualification. So the גמרא says רב's real point is that the קומץ goes back even after it was sanctified in a כלי שרת. A second version says the opposite: it goes back only before it was sanctified. רב נחמן questions the logic of the תנאים who make the כלי the cutoff, and then explains it himself. A new challenge to his explanation begins and continues on the next amud.
Opening lines
so that the sinner will not profit.
And for what reason does it not require [them]?
So that his offering will not be of superior quality.

The steps (31)
- Resolutionרבי שמעון's view could make us think the sinner's מנחה stays valid
- ChallengeThen the parallel משנה about animal offerings should name חטאת חלב too
- ChallengeThe word 'all' already includes everything
- ResolutionNaming it shows this משנה can follow רבי שמעון
- Statementרב: a non-priest's handful is put back
- ChallengeBut the משנה says he disqualified it
- ResolutionDisqualified only until he puts it back
- ChallengeThen רב is just בן בתירא
- ResolutionThey argue only when the handful is missing some
- ChallengeThen the משנה should mention refilling
- ChallengeBut that is obvious
- Resolutionבן בתירא's rule covers all the unfit people
- ChallengeWhy would the left hand be more special than a non-priest?
- ResolutionSlaughtering is not a real Temple service
- ChallengeBut a non-priest may not slaughter the red heifer
- ResolutionThe red heifer is a different kind of holy item
- ChallengeShouldn't altar offerings need a כהן even more?
- ResolutionNeeding a כהן does not make something a Temple service
- ChallengeWhy not learn it from a private altar?
- ProofProof that we do learn from a private altar
- RejectionThe ברייתא really relies on a פסוק
- Challengeבן בתירא already allows all disqualifications
- ProofThe ברייתא of בן בתירא about a left-handed קמיצה
- ChallengeThe פסוק has no limits, so every disqualification should be included
- Resolutionרב's new point: even after it was sanctified
- ProofThe תנאים who say sanctifying makes it invalid
- ResolutionA second version of רב's ruling
- Challengeרב נחמן questions the logic of those תנאים
- Resolutionרב נחמן: it is a service, but it is finished only in the כלי
- ChallengeA new challenge begins: what if he did not sanctify it?
