עולא's rule about an עולה given to בדק הבית and מעילה with חרמים, then the argument of רבי יוחנן and ריש לקיש over which holy animals need העמדה והערכה
Overview
The amud opens by finishing a challenge against עולא. He seemed to learn a rule from the פסוק of חרם, yet he also holds that by Torah law an עולה given to בדק הבית only faces a holdup by the treasurers. The גמרא answers that the rule is only from the רבנן, and the פסוק really teaches מעילה. When asked why מעילה needs a פסוק if the item is already called 'קדש קדשים', the גמרא shows from רבי ינאי and רבי that even 'most holy' offerings like חטאת and אשם needed a פסוק for מעילה, so חרמים do too. Next the גמרא examines עולא's rule directly: a ברייתא requires redeeming such an עולה, but this is explained as only rabbinic, and the ברייתא's 'two counts of מעילה' is read as 'fit for two counts.' Then the גמרא turns to the משנה about holy animals that died. רבי יוחנן and ריש לקיש argue over which animals the רבנן place under 'standing and valuing', and the גמרא tests them using רבי שמעון's wording. Finally, a ברייתא supporting רבי יוחנן reads the פסוק as speaking about blemished animals, and that discussion continues on the next amud.

and the verse comes for misuse.
לִמְעִילָה לְמָה לֵיהּ קְרָא?
For misuse, why does one need a verse?
