Does קידושין from an outsider take effect on a יבמה? The views of רב and שמואל, רב's statement about קידושין and נשואין, and the sages' vote with its proof from a משנה.
Overview
רב learns from a פסוק that if an outside man does קידושין with a יבמה, it does not take effect at all. שמואל is unsure what the פסוק means, so to be safe he says she needs a גט. אמימר rules like שמואל. The גמרא then works out the practical result so that the sinner does not gain: when the יבם is a regular ישראל, the outsider gives a גט and she stays permitted to the יבם. A second statement of רב, that a יבמה has no קידושין but does have נשואין, is challenged, and the גמרא gives three ways to explain it. רבי ינאי reports that the sages voted that קידושין does not take effect on a יבמה. רבי יוחנן supports this from a משנה, and רבי ינאי praises the find. ריש לקיש argues that the משנה might follow only רבי עקיבא. The גמרא pushes back, citing רבי עקיבא's view that a person can transfer something not yet in existence, and begins quoting a משנה that continues on the next amud.

אָמַר רַב: מִנַּיִן
Rav said: From where do we know
שֶׁאֵין קִדּוּשִׁין תּוֹפְסִין בִּיבָמָה

שֶׁנֶּאֱמַר: ״לֹא תִהְיֶה אֵשֶׁת הַמֵּת
As it says: "The wife of the dead man shall not be
הַחוּצָה לְאִישׁ זָר״
married outside to a strange man"
